Advancing Inclusive Governance and United Leadership in San Gabriel
San Gabriel, La Union, June 26, 2025 — A renewed spirit of unity, democratic maturity, and inclusive governance filled the halls of San Gabriel, La Union, as the municipal government formally held its Turnover Ceremony on Thursday, June 26, 2025. The event signified the beginning of a new term for re-elected Mayor Lany B. Carbonell and Vice Mayor Ramolito A. Guinomma, and marked the official induction of the new members of the Sangguniang Bayan.
Held at the Municipal Hall Legislative Building, the event drew a diverse gathering of local leaders, department heads, municipal employees, NGAs, and individuals from all sectors of the community.
It was not merely a ceremonial transition, but a powerful affirmation of continued public trust, participatory leadership, and the shared vision of a more inclusive and visionary leadership in San Gabriel.
In her keynote address, Mayor Lany B. Carbonell, now serving her second consecutive term, conveyed heartfelt gratitude to her constituents for the renewed confidence in her leadership. She highlighted key achievements from the past three years, including advancements in infrastructure, healthcare services, education support, livelihood initiatives, disaster risk reduction, etc. The mayor underscored that these accomplishments were made possible not by individual action alone, but through collaborative governance, active community participation, and a steadfast commitment to public service.
Vice Mayor Ramolito A. Guinomma, also entering his second term, emphasized the importance of legislative continuity and responsive policymaking. He reiterated his dedication to strengthening the synergy between the executive and legislative branches, ensuring that local ordinances and programs remain aligned with the evolving needs of the people.
One of the ceremony’s key highlights was the formal turnover of symbolic governance instruments, including the Municipal Seal, accomplishment and financial reports, project briefs, and legislative documents. While the top two executive posts remain with their incumbents, the turnover served as a symbol of accountability and transparency, and provided an opportunity to formally welcome the newly elected councilors to their mandate.
The newly formed Sangguniang Bayan, composed of a mix of seasoned and first-time legislators, pledged to champion inclusive growth, social equity, and sustainable development through people-centered legislation. Several councilors briefly shared their respective advocacies, which spanned youth development, environmental protection, agricultural revitalization, digital transformation, and support for micro and small enterprises, and other aspects.
The 2025 Turnover Ceremony stood not just as a change of term, but as a celebration of enduring leadership, inclusive governance, and the collective aspirations of the people of San Gabriel. With a trusted executive team, a proactive and visionary legislative body, and a deeply engaged citizenry, San Gabriel paves the way for another term anchored in service, integrity, and sustainable growth for all.
